In these circumstances we are prepared to defer to your view that the question of recovery from the University of the cost of relief to students should be deferred till after the

war.

Since the negotiations in this connection could be conducted more appropriately by the Hong Kong Government than by the Foreign Office, we should prefer to accept your offer to meet the cost of relief from Hong Kong Government funds.
